I completely agree, I'm half Brazilian half Dominican and for many people in central and south america this *is* normal. I used to dance that way when I was little too, at the Boy's and Girl's Club in the Bronx. And honestly when you are like 9 years old you don't even see it as being dirty, you just think that's what makes you a good dancer, because that's what makes people clap harder and cheer for you, when you dance crazy on the floor and on the wall and stuff. The fact that it's a dance contest makes all the more sense to me, since the kids were probably just dancing hard to show who is the best dancer. They have no clue of the meaning of the moves, it's you all that are putting your judgements on the movements to make them appear sexual. They probably learned that from their older siblings or teenagers at school, on tv, or at reggaeton dance parties. Dance is a huge part of the culture in D.R. so it's not that big of a deal at all. Also, people in those countries tend to be very outgoing and it's considered a negative to be shy and reserved, which is why your parents will egg you on to perform and be outgoing. And not everyone who dances like this at 9 years old ends up a slut by the way. It's just a different culture and this kid dancing is not considered sexual and taboo the way it is in American culture.
